Composition and Implementation of the Training Program

1. Composition

The Project will conduct technical training program in three development sectors to the TWG respectively.

In the Administration development, technical training will be carried out on ARMM administrative code, Implementing Rules and Regulations, and human resource information system (HRIS) to the Administration Development TWG.

In the Infrastructure development, training on civil engineering, preparation of project proposals and study on feasibility study will be held to the Infrastructure Development TWG.

In Economic development, training on goat raising, business plan, Halal certification and marketing will be held to the Economic Development TWG.

The standard period of a workshop/training is 5 days which includes travel time of the participants.

2. Implementation

In Administration development, the following activities will be conducted in the program. (30 participants from relevant ARMM agencies)

(1)Workshops on ARMM Administrative Code and Implementing Rules and Regulation (IRR)

(2)Progress report meeting and public hearing, at the end of every period with the final presentation seminar

In Human Resource Information System, the following activities will be conducted in the program. (40 participants from relevant ARMM agencies)

(1)Technical training on computer literacy and operational skill for Human Resource Information Officers and related computer operators

(2)Technical training and follow-through activities to obtain basic knowledge and know-how in personnel database management

In Infrastructure development, there will be two training courses that will be conducted in the program

(1)Technical training on Infrastructure Management (15 participants from DPWH ARMM among 30 TWG members)

(2)Technical Training on Project Proposal Preparation (15 participants from ARMM-DPWH and other relevant ARMM agencies among 30 TWG members)

(3)Progress report meeting and public hearing, at the end of every period with the final presentation seminar

In Economic development, the following activities will be conducted in the program. (21 participants from DTI & DAF & other relevant agencies)

(1)Technical Training on 1) goat raising 2) business plan 3) Halal certification 4) marketing.

(2)Follow-through activities

(3)Progress report meeting and public hearing, at the end of every period with the final presentation seminar

3. Training Management and Monitoring

The project will monitor and evaluate three levels (Level 1: Satisfaction, Level2: Understanding, Level 3: Attitude and Behavior) related to training activities and performance of the training participants. The following are the description of the monitoring and evaluation survey to be employed in this project.

 

(1) Questionnaire Survey

In order to measure the “degree of satisfaction” of training participants, questionnaires will be distributed immediately after completion of training. The question items include contents of the training, intellectual level, good points, matter for improvement, quality of teaching materials, time and venue setting, performance of lecturer. Results of the questionnaire will be collected by individual training and will be reflected for the improvement of next training. Evaluation results should be shared among lecturer and TWG, and then make them useful for formulation and planning of next lectures.

(2) Pre-Post training test


The Project carries out test to measure the “degree of understanding” of the training contents, just before and after the training. The style to collect the information is that the test sheets will be distributed to each participant in the class room and then participants fill out the answer sheets. The baseline of the knowledge and understanding on the specific training subject can be identified through the results of pre-training test. Basically same questions will be asked at the end of the training, thus degree of improvement in understanding can be measured. The contents of pre- and post-training test will be also prepared, by reflecting the contents of training and intellectual level of participants.

 

(3) Periodical Measurement on Achievement of Outputs


The Project will measure the degree of achievement of outputs in order to identify “change of attitude & behavior” through training on ARMM administrative code, economic development, human resource information system, and civil engineering (road construction and repair). This regular measurement takes place not only at a time of immediate completion of the trainings, but during the time of successive process. For example, the training participants from DPWH-ARMM will be given the opportunity to review the obtained knowledge and skill after completion of the training. With the result of this periodical measurement, the content and the level of output achievement will be modified, whenever necessary.

(4) Impact Survey


The Project will conduct Impact Survey in training on preparation of project proposals, feasibility study, business support, production/processing/quality control, public relation/marketing. The purpose of this Impact Survey is to identify “change of attitude & behavior” through these trainings. Questionnaire and then interview and group discussion will be followed after collection and analysis of the questionnaire sheets. For the timing of execution, it is considered that the period after the initial training and before the next training may be most efficient, if possible, with the needs survey for the next training.
