Basic Design of the Project

1. Overall goal

Administrative capacity and economic activities are improved as well as promotion of infrastructure development in ARMM.

2. Purpose

The middle management and operating core are capacitated in the target agencies (of Administration Development, Infrastructure Development and Economic Development).

3. Outputs of the Project

(Output 1: Administration development)

1-1 Administrative code and Implementing Rules and Regulations are drafted.
1-2 A data management to collect, compile and disseminate personnel information is introduced.

(Output 2: Infrastructure development)

2-1 Technical qualifications of DPWH staff are improved.
2-2 TOT training of trainers of DPWH Project Engineers are trained (in-house).
2-3 The relevant agencies are capacitated to produce technical proposals for construction projects (Roads & Bridges, Water system).

(Output 3: Economic development)

3-1 Action plans are developed for selected Halal products.
3-2 Staffs are capacitated to provide business support information services of selected Halal products at ARMM     and provincial/district offices.
3-3 Staffs are capacitated to provide technical advice on production, processing and quality control of selected Halal products.
3-4 Tools and kits for selected Halal products promotion and marketing are produced.

4. Principles

Understanding the real conditions and issues of ARMM and within the fundamental framework of the project, we formulate the following basic principles for project execution.

(1) Strengthening of essential function of public administration in ARMM, through training activities

(2) Execution of most suitable training, taking account of the ability and needs of training participants and prospective training effects

(3) Enhancement of administrative and technical capability of training participants, by letting them initiate formulation of action plans with follow through activities

(4) Promotion of capacity development of the ARMM government on aid coordination, through an active approach for joint operations with other donor’s projects/programs and JICA projects

(5) Development of efficient project management system, in order to make it most suitable to different social and cultural environment of ARMM

5 years, from May 2008 to March 2013.

8. Beneficiaries

Direct beneficiaries:

Middle management and operating core of approximately 120 TWG members, and other participants of TOT and in-house training, approximately among 350 permanent staffs of ARMM


Indirect beneficiaries:

Overall ARMM government officials (approximately 20,000 persons)

 

9.  Implementing Structure

(1) Functions

    a) Review and approve the annual work plan of the Project to be formulated under the framework of the   Record of Discussions
    b) Review the overall progress of the Project as well as the accomplishment of the annual work plan
    c) Exchange views on major issues arising from, or in connection with the Project
    d) Coordinate with related offices, agencies and stakeholders


(2) Composition
    a) Chairperson: (Project Director) Executive Secretary, ORG-ARMM
    b) Co-chairperson: (Chief Advisor) Japanese Expert
    c) Members from Philippine side
        i. Director III, Administrative Management Services, ORG (Project Manager)

Technical Working Group (TWG)]
A TWG may consist of a Head and Assistant Head of TWG, a few middle managers from the concerned agencies. ORG will be the leading agency for administration development, while DPWH-ARMM and DTI-ARMM will be the leading agencies for infrastructure development and economic development, respectively.

The TWG are the primary training participants and some of them are expected to become trainers of the training program for their colleagues and other concerned people in ARMM.

 

10. Financial coverage

By following the agreed articles in the Minutes of Meeting dated October 31, 2007 and Record of Discussions dated March 5, 2008, the expenses which are directly related to the execution of the project are covered by the Project and/or JICA. For the expenses, the specific terms and conditions are based on JICA rules and regulations.


Other related expenses and service in kind are to be covered by the ARMM government and/or Philippine authorities concerned.
